We the undersigned have been to
Stone Cutters Island and have inspected
the Boats belonging to the Convict
Establishment as to their fitness
to convey Prisoners and beg to report:
as follows:
The larger Boat measuring 22
feet in length by 8 in breadth
should not, under most favorable
circumstances carry more
than 50 prisoners at any one
time, but for greater safety not
more than ... be put into her.
